Introduction & Commitment
Khalsa College Garhdiwala, established in 1966, is committed to providing a safe and inclusive educational environment.
The college, recognized by NAAC with an 'A' grade, has launched the
Internal Complaints Committee (ICC) to address complaints of sexual harassment and promote gender sensitization,
upholding the principles of equality, respect, and safety for all students and staff.
ICC Objectives (UGC Mandate)
- Receiving and Handling Complaints: Prompt and fair redressal of sexual harassment complaints.
- Impartial Investigations: Conducting unbiased and structured investigations.
- Complainant Support: Psychological assistance and protection from victimization.
- Awareness & Training: Organizing workshops and sensitization programs.
- Compliance: Ensuring adherence to UGC guidelines and legal frameworks.
Key Goals of the ICC
- Prevention of Sexual Harassment: Preventive policies, awareness drives, and training initiatives.
- Timely Redressal: Ensuring confidentiality and prompt resolution.
- Support to Complainants: Counselling and protection against retaliation.
- Gender Sensitization: Promoting inclusivity and respect on campus.
- Policy Implementation: Monitoring policies in alignment with UGC rules.
- Safe Environment: Encouraging dialogue and building trust among stakeholders.
Structure of the Committee & Guidelines
The ICC structure ensures diverse representation, expertise, and commitment to gender equality:
- Presiding Officer: Senior woman faculty member (Chairperson).
- Faculty Members: Minimum two with social/ legal awareness.
- Non-Teaching Staff: At least one dedicated to women’s welfare.
- External Member: NGO representative or expert on harassment issues.
- Student Representatives: Minimum two, with at least one PG student.
Important Notes:
• At least 50% of the members must be women.
• Tenure of members: 3 years.
• Quorum: Minimum 3 members including the Presiding Officer.
Training Process for ICC Members
A structured training program ensures that ICC members are equipped with the skills required to manage complaints effectively:
- Initial Orientation: Goals, structure, and UGC Regulations.
- Legal Framework: POSH Act, 2013 and procedural guidelines.
- Investigation Skills: Interviewing, evidence handling, report drafting.
- Support & Counselling: Empathy-based complainant handling.
- Gender Sensitization: Training on inclusivity and respect.
- Mock Sessions: Role-plays and case-based learning.
